Reaching Each and Every One
About the Program
The Canadian Parks and Recreation Association (CPRA) has secured Government of Canada funding through Sport Canada to support the Reaching Each and Every One initiative. This program will provide direct financial support to non-governmental non-profit community organizations delivering inclusive sport programming to equity-deserving groups.
The goals of the Reaching Each and Every One initiative are to:
- Support community sport initiatives for under-represented groups, in particular those who are Indigenous, racialized, or living with a disability.
- Increase participation and retention in sport among under-represented groups.
- Break down barriers to accessing recreational sport opportunities for under-represented groups.

Who is eligible to apply?
Non-governmental, non-profit, community organizations that deliver recreational sport programming.
Municipalities and schools that serve communities in northern and remote regions (including Indigenous communities) where the municipality/school is the provider of recreational sport opportunities, will also be considered
Only one application per eligible organization is allowed.Non-eligible organizations include:
- Municipalities and/or other levels of governments
- Schools (including universities, colleges, elementary and high schools);
- Provincial-level organizations and Provincial/Territorial Sport Organizations (PTSOs) that are affiliated to National Sport Organizations
- National-level organizations.
Municipalities and schools that serve communities in northern and remote regions (including Indigenous communities) where the municipality/school is the provider of recreational sport opportunities, will be considered.
Only one application per eligible organization is allowed. -
Which projects are eligible?
To be considered for the initiative, projects must:
- Be delivered with little or no cost to participants.
- Be focused on an organized sport (other activities may be included, but the primary activity must be organized sport and must adhere to safe sport practices).
- Be delivered in such a way to increase participation and retention of under-represented communities.
- Be delivered with a minimal or positive environmental impact.
- Be tailored to the needs of one or more of the under-represented groups but can be open to all.
- Allow for a wide range of athletic ability.
- Be delivered in underserved communities.

What are the conditions of funding?
Successful candidates must:
Confirm their use of funding within five (5) working days of the date of offer, or the offer will be withdrawn.
Confirm that they have not already received any federal funding to support the same project.
Confirm they have not received any other funding through the Community Sport for All Initiative.
Have a Safe Sport Policy in place or be willing to develop one with the support of CPRA. -
What funding is available through the program?
CPRA will administer program funding to approximately 60 organizations in 2025/26. The minimum grant amount is $2,500 and the maximum grant amount is $25,000.
Organizations must submit a budget with their application. Administration costs can only make up 15% of the total budget. No other federal government funding can be used towards your program.
Eligible expenses include:
General administration (max 15% of the grant)
- General administrative costs;
- Legal costs associated with contract/agreement review;
- General organizational, promotion and communication activities, including website;
- Domestic meetings, including meals, accommodation, facility rental, travel and carbon offsets for any travel-related activities; and
- Office equipment purchase or rental. All purchased office equipment must remain the property of the funded organization.
Salaries, fees and benefits
- Contracts and honoraria; and
- Salaries/wages, statutory deductions and benefits.
Operations and programming
- Content development and delivery;
- Resource design, printing and distribution;
- Translation services for web content, promotional material and activities, social media, communication and documents related to the project;
- Travel, meals, accommodation, and facility rental for program delivery or development opportunities. Travel expenses must not exceed the rates permitted for travel on government business
- Uniform purchase and equipment rental or purchase (all purchased uniforms and equipment must remain the property of the funded applicant organization and cannot be for personal use); and
- Research costs related to the planning, evaluation and documentation of results of the community sport initiative such as contracts or honoraria, data development and management, as well as evaluation and reporting.
The following expenses are not eligible:
- Awards
- Capital costs (a tangible asset held for long-term use, such as building or land)
- Cost of sales
- Discretionary severance and separation packages
- Fundraising
- Gift cards
- Litigation costs or legal costs
- Medals, trophies and banquets
- Personal items, including uniforms that are specific to an individual

What is the duration of this initiative?
Programs may run from April 1st, 2025, to March 20th, 2026. Final reports must be submitted no later than March 27th, 2026. Priority will be given to programs that end on or before December 31st, 2025.

How do I apply?
Applications will close by end of day September 3rd.
CPRA encourages organizations to submit applications in either French or English and is committed to ensuring a high-quality assessment of all applications, regardless of the official language chosen.

What happens after I apply?
Review Process
CPRA will assemble an Adjudication Team to review and score the applications. Only one application per organization is allowed.
Evaluation Criteria
The priority areas for adjudication are:
- Affordable: projects will be delivered with minimal to no cost to participants.
- Results oriented: projects will be delivered in such a way as to increase participation and retention of under-represented communities.
- Focused on organized sport: while other activities may be included (such as movement skills development), the primary activity must be organized sport and must adhere to safe sport practices.
- Green: delivery of the projects should produce minimal or positive environmental impact.
- Accessible: projects must be tailored to the needs of one or more of the under-represented groups but can be open to all and should allow for a wide range of athletic ability.
- Available: projects should seek to be delivered in underserved communities.
Additionally, applicants must:
- Demonstrate they have the relevant skills and expertise to run a sport program.
- Demonstrate they have the relevant skills and expertise to manage the program funding.
- Confirm they have not already received any federal funding to support the same program.
- Demonstrate they will comply with reporting and follow-up evaluation requirements.
Funding Decision
All applicants will be notified by CPRA of their funding decision. Successful applicants will be notified by Monday, September 22nd.
Eligible programs must be completed by March 20th, 2026.

- Confirm they have a Safe Sport Policy in place or be willing to develop one with the support of CPRA.
Reporting
Successful applicants will be asked to share a final program report at the end of their program. Full details will be provided when funds are released. Submitting the report is essential to receive program funding, and participating organizations must submit their final report within 7 days of the program end date in order to receive their funding.
Communication Requirements
Successful applicants must acknowledge CPRA and the Government of Canada in all official communications, with wording approved in advance. Recipients are also expected to share general information about their program and promote it in both official languages. CPRA is pleased to support translation efforts on a case-by-case basis.
